Declaration 37 of the World Medical Association's "Helsinki Declaration on the Ethical Principles for Medical Research Involving Human Subjects," first established in 1964, states: In the treatment of an individual patient, where proven interventions do not exist or other known interventions have been ineffective, the physician, after seeking expert advice, with informed consent from the patient or a legally authorized representative, may use an unproven intervention if in the physician's judgement it offers hope of saving life, re-establishing health or alleviating suffering. This intervention should subsequently be made the object of research, designed to evaluate its safety and efficacy. In all cases, new information must be recorded and, where appropriate, made publicly available. In 2020, the President of the United States of America made a claim that Hydroxychloroquine could be used as a treatment for Covid 19. The FDA authorized the emergency use of hydroxychloroquine in March 2020. A week later Donald Trump endorsed the drug as a potential Covid-19 treatment and the government stockpiled millions of doses. The President only made his statement after being briefed by the FDA that it was indeed a 'game changer'. The 'Left Wing' element of US politics and news, then quickly jumped on this statement to use this as a weapon against the former President and any simple drug that worked including ivermectin was attacked.
