When an uprising of stray dogs inspired by Diogenes the terrier fails, homelessness is declared illegal and the Shelter--an encampment where its residents are either fostered out or put to sleep--is opened. Destiny and Jack, two strays swept up in the anti-materialist demonstrations, soon find themselves navigating the chaotic aftermath.
