When little Angela Marshall gets bullied by her school's notorious bully Billy she suddenly decides that enough is enough. So, on her own, she creates the Bully Police and makes it her mission to make sure no one gets bullied any more and that kids can talk about their feelings.

Now, years later, she teaches at Cederfly Elementary. But it is here that Angela faces her greatest challenge. The bullies at the school are getting out of control and songs are being sung about them by the children. When Sarah is so sad that she doesn't want to go to school anymore, Angela swings into action. Will it be another success for the Bully Police or will Robert be a tough nut to crack?
