At the behest of Holy Elite Agata, Wein visits the Ulbeth Alliance, a nation made of four city-states perpetually locked in a power struggle. While Agata asks for assistance unifying the nation, Wein suspects the man is after something a little less altruistic. Still, he goes along with it and launches a campaign that will disrupt long-standing traditions and upset the delicate balance of power in Ulbeth.
