ssor Katie Robbins is pulled back in time to the 1937 town of Garrison, Kansas, her knowledge vital to save Blue Valley by joining the fight against the Army Corps of Engineers in the 1930s-1950s, who would flood ten towns to build a reservoir.
Back then, opposing sides to damming the Valley discover an unusual time travel device, separate from what pulled Katie through time, that they use to try to gain advantage over the other side.
